Lists partner payouts matching the supplied filter (network-owner view).

Requires the ListNetworks policy and the partners feature.
Paginate with offset (0-based) and limit; optionally sortBy.
Filter by affiliate/network/partner ids, status (0 = Pending, 1 = Approved, 2 = Rejected)
and period (periodStart/periodEnd).
