Requires the EditLinkMonitor policy. Read-only: produces no check result, notification or
issue. Pass a check id from GET {id}/history. Returns what the gate WOULD decide — the AI
verdict (material, category, severity, summary) and whether it would notify — plus before/after
text previews. The only side effect is the (separately use-case-tagged) AI call.
