taxonomy used to render UIs without hardcoding values: the list of issue types (with display
name, description, default severity, target entity type, frontend route and message code) plus
the enumerations for statuses (Open, Acknowledged, Resolved, Muted), severities (Info, Warning,
Error, Critical), entity types, decisions (Acknowledge, Resolve, Mute, Unmute) and audiences.
