Searches affiliate program crawling settings.

Returns the program-layer settings (each linked to the software setting it inherits from). The criteria
filter by record id, program, software, enabled state, and integration method, and page with Offset/Limit.
Sent as a POST so large filter sets aren't constrained by query-string length.
