Requires an authenticated session. Suppresses the issue (status Muted) until now plus the
supplied number of hours; the muting user is recorded. The body's hours value defaults to
24 when omitted. Ownership-checked against the calling affiliate (403 if it belongs to another
affiliate, 404 if it does not exist).
