Recovery path for when clicks were captured to S3 but are missing from the database. Lists the
raw click JSON under clicks/{affiliateId}/{date}/ (and blocked-clicks/ when
includeBlocked) for each day in the window and republishes the saved-to-storage event so
the normal ingest pipeline re-processes them. Re-ingesting an existing click is a no-op (primary
key conflict), so the operation is safe to re-run. The payload carries the number of republished
events. Requires the SystemAdmin policy.
