Creates a new affiliate program software entry.

On success returns the new software id. The website URL is sent on the wire as url. A logo
can be supplied either as a hosted logoUrl or inline via logoBase64 +
logoContentType; the body is limited to 20 MB. Requires the CatalogUpdate policy.
