Lists partners matching the supplied filter.

Admin-only endpoint (requires the SystemAdmin policy) gated by the partners feature.
Paginate with offset (0-based) and limit; filter by free-text term,
network/partner/traffic-source ids, owning affiliate ids and status
(1 = Active, 2 = Inactive, 3 = Pending).
