Retrieves a paginated list of outgoing-webhook event composites matching the supplied filters.

Each row decorates the outgoing-webhook event with its originating conversion, click, account,
brand and traffic-source context. Results are scoped to the calling affiliate; admin tokens see
all affiliates. Paginate with offset (0-based) and limit. Requires the
ListAccount policy.
